Roopa Mishra Biography

Roopa Mishra is an IAS officer who made history in 2003 by becoming the first woman from Odisha and the first married woman in India to be selected for the prestigious All India Rank-1 in UPSC Examination. Her impressive achievement was further confirmed by becoming the topper of the UPSC exam. Currently she has served as Joint Secretary, Ministry of Housing and Urban Affairs for 5 years till (2025). Roopa’s her success has not only shattered stereotypes but also aspiring women across the country to pursue their dreams in the civil service.

Roopa Mishra is an IAS officer whose educational background is that she is an MBA holder from Utkal University, Bhubaneswar, and she has topped the 2003 Civil Service Examination. Roopa Mishra has attended many schools in Orissa while her rank is 1 and completed her studies from St Joseph Girls High School in Cuttack before enrolling in DAV Public School in Bhubaneswar. 

In 1988, she joined Ravenshaw College for Middle Science before graduating in Commerce from Bukshi Jagabandhu Bidyadhar College in Bhubaneswar which is better known as BJB College.

Roopa Mishra’s husband, Anshuman Tripathi who is an IIM Calcutta student who encouraged her to take the exam 2 years after their marriage in 2000. After that, she worked in the distance education department of Utkal University for more than a year before making a decision to stop an experiment .

Roopa Mishra is an Senior IAS officer who hails from Odisha where she served as Joint Secretary, Ministry of Housing and Urban Affairs for 5 years till (2025). 

Initially her home cadre Orissa which has been selected for the Indian Ministry of Labor where she has done early work as Deputy Collector including handling panchayat elections, law and on related to public distribution schemes Mayurbhanj (2005-2006) District. Collector and District Collector Shri. V.K.Pandian, I.A.S. During his one year district training, she worked as Block Development Officer in Khunta and Tehsildar of Baripada and she was appointed as Deputy Collector of Khurda/ Khordha (2006-2008).

Roopa Mishra is an IAS officer who was later appointed Deputy Secretary, Home Department, Government of Orissa (2008-2009) and then she was promoted as District Magistrate and Collector and his first posting was at Nabarangpur in the state of Orissa (2009-2010). 

In 2011, Roopa Mishra was appointed Collector of Khurda district and then Chief Missioner of the National Rural Health Mission in 2016, with additional responsibility as Chief Executive Officer of the Medical Corporation.
